Maryland Office of Human Resources

The Maryland Department of Human Resources is the state’s social services provider.  Our programs include:

Foster Care / Adoption

Foster care offers a temporary home for a child who comes into the state’s care when a child needs to be removed from his or her birth family due to the risk of abuse or neglect. DHR works hard to keep these children in family centered, neighborhood based care so they can maintain relationships within their home community. Many families that welcome foster children into their homes later adopt. Adoption is a wonderful way to build a family and today, hundreds of children in Maryland are waiting to become part of a stable, permanent family. If there is room in your heart and home for a child, consider providing foster care or adopting in Maryland. Marital status and wealth are not critical requirements, only your ability to provide a stable, loving home.

Child Protective Services

It is the job of DHR to protect children throughout the state from abuse and neglect. Our Child Protective Services program works to ensure the safety of children in their own homes by investigating and acting on allegations or reports of child abuse or neglect. If you are aware of or observe any instances of neglect, physical, sexual, or mental abuse, please contact a local department of social services or dial 1 800 332 6347.

Food Assistance

The Food Assistance programs help low income people buy and/or receive the food they need for good health. Some of the programs assist with referrals to pantries or other emergency food or feeding programs and the Food Supplement Program (FSP) provides a monthly grant that can be added to a household’s budget to buy food for the month. Eligibility is based on the amount of monthly income a family receives and how much a family may have in cash and valuables. There may also be a work requirement attached to receiving FSP.

Energy Assistance

The Maryland Energy Assistance Program (MEAP) is one of the services we provide to help low income customers pay their utility bills. The Office of Home Energy Programs operate MEAP and other programs that may with past due and current utility bills as well as help to improve the energy efficiency of your home.

Child Support

Child support services are available to all Maryland parents. Parents applying for Temporary Cash Assistance (TCA) are required to apply for and cooperate with child support enforcement services. If you do not receive cash assistance, you may still utilize Maryland’s child support services by paying a one-time fee of $25.

Medical Assistance/Health Coverage

Some Maryland families may be eligible for health care coverage for themselves and/or their children. If the entire family does not qualify, depending on the combined family income, children may be eligible for health insurance through the Maryland Children’s Health Program (MCHP).

Purchase of Care

Families may get help with childcare expenses. Parents who are working, training or in school may be eligible for this program based on income. Eligible families can save fifty percent or more on childcare costs. This program is administered by the Maryland Department of Education. The local department of social services can determine if you are eligible.
